Compliance Officer
Reports to: Compliance Manager
Location: Nairobi
Overview
The function of this position is to ensure that Ciheb-Kenya is compliant with all Ciheb-Kenya, donor, and
government rules and regulations. This will be achieved through the establishment and use of best practice
project management systems, contribute significantly to ERP internal control design, providing expert
advice on donor requirements and regulations, by supporting contract negotiation and review, and by
helping to build staff and business systems capacity to ensure compliance with contractual and donor
regulations.
The Compliance Officer (in a reliever capacity) will play a crucial role in ensuring full compliance; for CIHEB-KENYA
programs/projects as needed. This position reports directly to the Compliance Manager or CEO/The
Board in absence of the compliance manager.
Responsibilities:
- Conduct regular compliance reviews and risk assessments to ensure effectiveness and efficiency
of operations, compliance with policies, procedures, statutory laws and the industry best
practices; and provide recommendations and advice on improvements to Ciheb-Kenya’s systems
and procedures - Work with the Compliance Manager to ensure that internal control processes and systems are
adequate to minimize risks. - Through technical assistance and spot-checking, verifies that programs comply with donor rules
and regulations, applicable organizational policies and host country laws. - Minimize fraud through active monitoring and close review on Ciheb-Kenya offices practices and
procedures and participate in the development of new internal control initiatives. - Update and report on the status of the implementation of audit and compliance
recommendations on a regular basis - Conduct quarterly donor compliance spot check and prepare the quarterly reports to be
submitted to the Compliance Manager. This includes a review of sample documents from
Finance, HR, Programme, Logistics, Procurement and Grants and communicate findings to the
relevant staff/department for corrective action. - Provide technical support or create awareness to all departments/staff in relation to donor
compliance issues as guided by the Compliance Manager. - Support in the design of Internal Controls and continuous improvement of the finance,
procurement, and reporting components of the Ciheb ERP system. - Any other special projects as assigned by the Compliance Manager.
Qualifications:
Exceptional organizational skills, ability to determine priorities and giving attention to details:
ability to manage/work along with professional people from different professional backgrounds
A minimum of 5 years’ years professional experience serving in a Compliance function with
Nongovernmental Organizations (NGOs)
Alternatively, a minimum of 5 years’ experience as an auditor in an audit firm with experience in
auditing NGOs
A Bachelor of Commerce degree in Accounting or Finance
Qualified accountant with a CPA or equivalent, CIA and/or CISA qualification will be an added
advantage
Experience working on USAID/CDC and other donor-funded projects in developing countries
with NGO or grant-related entity
Good understanding of internal audit including international trends and best practices
Demonstrative proficiency in Information Technology, particularly computer-assisted audit
techniques, including the capacity to navigate financial systems like ERP
Availability to travel locally to program’s implementation sites
Ability to present high-quality reports with information effectively to senior management and
project managers.
Excellent writing and spoken communication skill in English
